Judicial Defense Line Guarding the Technological Mountain - Hsinchu District Prosecutors Office's National Security and Trade Secret Task Force Awarded the Outstanding Contribution Award for Civil Servants in 2025

1.The Hsinchu region is the heart of Taiwan's technology industry, home to world-class domestic and international enterprises as well as research institutions like National Tsing Hua University, National Yang Ming Chiao Tung University, and ITRI, serving as a strategic base for Taiwan's semiconductor and AI industries. With the continuous evolution of high-paying recruitment from China and infiltration tactics by fake foreign investments, Hsinchu has become the frontline for national security and technological protection. To safeguard Taiwan's technological advantages and industrial foundations, the Hsinchu District Prosecutors Office took the lead in the nation by establishing the "National Security and Trade Secret Task Force" in 2013, composed of prosecutors with expertise in law, economics, technology, and national security, dedicated to investigating cases of cross-border economic espionage, infiltration by fake foreign investments, and trade secret theft, thereby constructing a protective system that combines law enforcement and technology.
2.Over the past decade, the team has undergone constant changes and succession, establishing the "Guardians" symbol, representing a group of judicial protectors who silently guard the foothills behind the mountains built by technology professionals, ensuring that the technological mountain stands strong. This team has evolved from its initial few members to a complete specialized group today, passing down the investigative experiences and strategies of predecessors and institutionalizing them into a sustainable "Judicial Model for Technology National Security." Every member adheres to the belief of "keeping technology in Taiwan and allowing talents to shine securely," taking turns to protect national competitiveness.
3.The team has successfully handled several significant cross-border economic espionage cases, preventing the outflow of critical technologies such as wafer manufacturing processes, IC design, and AI models. They have also facilitated the addition of economic espionage offenses to the National Security Act and amendments to the Cross-Strait Relations Act, promoting a shift in the judiciary from post-fact prosecution to proactive institutional defense, becoming a crucial cornerstone for safeguarding national security and industrial competitiveness. In addition to investigating cases, the team collaborates with network partners such as the National Science and Technology Council Hsinchu Science Park Administration, ITRI, the Taiwan Science Park Industry Association, and universities to build leak prevention systems, cultivate confidentiality awareness, and implement the concept that "judicial action is protection." The team continues to promote risk warning and legal strengthening, practicing the United Nations' SDGs goals of "Industry Innovation," "Strong Institutions," and "Partnerships," creating a resilient technological judicial defense line.
4.Our office sincerely appreciates the recognition and encouragement from the Examination Yuan's Personnel Department, receiving the "Outstanding Contribution Award for Civil Servants in 2025." This award is the highest acknowledgment of the dedication of all prosecutors and colleagues at the Hsinchu District Prosecutors Office who have steadfastly upheld the technological defense line and promoted judicial innovation over the years. This honor belongs not only to the Hsinchu District Prosecutors Office team but also to every legal professional who silently contributes to safeguarding the rule of law and justice. We also thank the Ministry of Justice for their recommendations and full support, as well as the long-term professional guidance from the Supreme Prosecutors Office and Taiwan High Prosecutors Office, which has enabled us to deepen our national security and technological investigation capabilities. We express our gratitude to the partner teams from the Ministry of Justice’s Investigation Bureau and the National Police Agency for their close cooperation in intelligence and investigations, and we sincerely thank the legal teams of the technology industry and corporate partners for their trust and support, which have allowed the judiciary and industry to work together to build a solid defense line protecting core national technologies.
