This meeting, held on June 27, 2025, aimed to implement the Executive Yuan's "Phase II Plan for Strengthening the Social Safety Net" and the Ministry of Justice's initiatives for enhancing community reintegration for individuals with mental illnesses.
Chief Prosecutor Ho Hui-chun presided over the meeting, which included representatives from the Hsinchu City Health Bureau, Hsuan Chuang University, the Taiwan Rehabilitation Protection Association's Hsinchu branch, police units, and relevant practitioners. The discussions focused on the follow-up care and resource referral for individuals with mental illnesses released on parole from the prosecutors' office.
The cases discussed were part of the Ministry of Health and Welfare's mental health care system. While the prosecutors' office and various networks provided diverse assistance, challenges arose due to the individuals' unique mental health conditions, occasional loss of contact, and socio-economic hardships, including issues related to family violence. The meeting aimed to integrate support and emotional counseling resources to enhance community stability and safety for these individuals. The consensus reached included:
- Linking Domestic Violence Victims and Perpetrators: The prosecutors' office will continue collaboration with social welfare networks to track cases involving domestic violence and provide integrated treatment.
- Flexible Guidance for Support Services: In response to fluctuating mental health conditions and service willingness, the prosecutors' office will adopt a flexible approach to facilitate evaluations and referrals through the Taiwan Rehabilitation Protection Association's Hsinchu branch.
- Providing Professional Intervention for Mental Illness and Addiction: The Health Bureau will continue to monitor medical treatment and addiction recovery for the individuals and provide necessary mental health and addiction resources to stabilize their physical and mental well-being.
- Strengthening Formal Community Support Systems: Police units will enhance community safety by increasing police presence and educating families about addiction issues.
- Family Support System Intervention: Social welfare units will continue to assess family interactions and conflict resolution needs, collaborating with the Taiwan Rehabilitation Protection Association's Hsinchu branch to rebuild family support systems and promote stability.
The prosecutors' office emphasizes lawful protective custody while also recognizing the importance of individuals' social adaptation and integration. The goal is to integrate judicial, health, social welfare, and community resources to create a warm and resilient support network, establishing a comprehensive community support system for individuals with mental health backgrounds. Participating units exchanged insights on practical challenges and needs, formulating concrete cooperation strategies to achieve the transition goal of "from Justice to Community."
