Prosecutor Wu Bo-xuan of our office directed the Hsinchu County Police Bureau and the Zhudong Branch to investigate the significant shooting murder case that occurred on the evening of January 24, 2025, in Zhudong Township, Hsinchu County. The investigation has concluded. The defendants, Jiang ○ Wei, Qiu ○ Shun, Jian ○ Yu, Wen ○ Tang, Fan ○ Fei, and Guo ○ Kai, are suspected of violating Article 271, Paragraph 1 of the Criminal Code concerning murder. On May 14, 2025, a public prosecution was filed in accordance with the National Judge Act and the Criminal Procedure Law, and the case was referred to the Hsinchu District Court for trial.

Investigation Results:
a. Public prosecution is filed against defendants Jiang ○ Wei, Qiu ○ Shun, Jian ○ Yu, Wen ○ Tang, Fan ○ Fei, and Guo ○ Kai in accordance with the law.
b. Major charges involved:
(i) Murder under Article 271, Paragraph 1 of the Criminal Code.
(ii) Attempted murder under Article 271, Paragraph 2 and Paragraph 1 of the Criminal Code.
(iii) Violations of the Firearms and Ammunition Control Act, Article 7 and Article 12.

Summary of Criminal Facts:
a. Jiang ○ Wei, Qiu ○ Shun, Jian ○ Yu, Wen ○ Tang, Fan ○ Fei, and Guo ○ Kai are all members of the "San Huan Gang"; Liu ○ Zhi is the leader of this gang. Due to an incident in February 2024, where Jiang ○ Wei’s father was assaulted by Liu ○ Zhi, Jiang ○ Wei felt discontented and conspired with other members of the "San Huan Gang" to kill Liu ○ Zhi. To prepare for the crime, Jiang ○ Wei and others obtained a vehicle and mobile phones for the operation, while Guo ○ Kai purchased firearms, machetes, and disguises, organizing and planning the crime while arranging for the purchase of the vehicle and escape logistics.
b. On the evening of January 24, 2025, Jiang ○ Wei, Qiu ○ Shun, Jian ○ Yu, Wen ○ Tang, and Fan ○ Fei entered Liu ○ Zhi's stronghold armed with guns and machetes, opening fire and attacking those present. Liu ○ Zhi was killed on the spot, and several others, including Liu ○ Meng, Zeng ○ Qi, Wu ○ Shi, Chen ○ Ming, Zeng ○ Shan, and Chen ○ Yao, were injured. The group then quickly removed the surveillance system and fled the scene, while Guo ○ Kai and Zhu ○ Long assisted in helping them escape abroad, with the group eventually fleeing to Japan, Thailand, Cambodia, etc. They were later apprehended by the police following trails.

Sentencing Opinion: This case falls under the citizen participation trial process. The relevant evidence and specific sentencing recommendations will be presented by the prosecutor during the trial proceedings.

Our office actively cooperates with the Executive Yuan's "Five Strikes and Seven Safety" policy, fully strengthening the crackdown on gang forces and violent crimes, fundamentally dismantling gang organizations from their roots, correcting social customs, and protecting the lives and property of the people and social peace. We will severely punish unlawful individuals who recklessly challenge national public authority, attempt to retaliate with vigilantism, use violence to counter violence, ignore laws and regulations, and disrupt social order, demonstrating the government's firm determination to uphold the rule of law and public safety.
